New Computerized Transit System

(NCTS) facilitates smooth operations

The New Computerized Transit System (NCTS) is a Europe-wide computer system, which is operational since 2005, and which enables traders to submit Community/Common Transit (CT) declarations electronically. CT can be used to suspend customs and excise duties and VAT on goods until either they reach their point of destination in the European Union or are exported out of it. Traders in the European Community and European Free Trade Association areas must use NCTS during CT movements, although there are some permitted exceptions.

All companies that use, or wish to use, Community / Common Transit can use NCTS. It will be necessary to have the facility to send and receive electronic messages to and from NCTS. The aim is that all traders will eventually input all Transit declarations, and any other necessary messages such as arrival of the goods, to NCTS electronically. Connected traders will receive electronic responses advising of key decisions during the procedure such as acceptance of declaration, release of goods, notification of discharge of liability etc at both departure and destination.

There are two types of procedures available under NCTS; Normal Procedures and Simplified Procedures.
Under the Simplified Procedures Authorized Consignors / Consignees will, as at present, be able to carry out Community Transit operations without presenting the goods and corresponding documents at the Customs Office. They must, however, become connected to the NCTS system and make their declarations electronically. Further details can be found under helpful links.
